There are no surprises here. Crofton is closer in to Washington DC, and while technically still part of Anne Arundel County, buyers that are displaced from Prince George’s County can find lower prices, lower taxes, well regarded schools, and a true suburban lifestyle away from the hustle and bustle inside the Beltway. Glen Burnie has affordability going for it. Commuting to either Baltimore or Washington DC are option for Glen Burnie residents. There is also waterfront, waterview, and water access homes in the area. New construction is also available in the area.

In June 2013 the highest average selling Anne Arundel County Zip Code is Davidsonville Maryland. The table (below) lists the top 10 most expensive zip codes in the county as determined by average selling price of all homes sold during the month.

When few sales occur and homes in higher price brackets sell, this tends to pull the average sales price up. Davidsonville tends to have larger homes on larger lots and therefore higher average sale prices. The spread between Harwood and Edgewater, while 50-plus thousand dollars, really is not that wide for current conditions.

In my opinion buyers are still under shooting this market and sellers maybe over reaching, suggesting that current market conditions are more balanced than buyers and sellers think. Inventory remains is stable (increasing just every so slightly over the last three to four months) just under 2,400 properties on market. With just a little over 1,100 new listings coming to market in April, this was balanced by 790 new pending sales. Settled transaction were 545 in Anne Arundel County for the month of April 2013. The median sold price is up 7.6% from March 2013 and up 4.0% from April 2012. The original list price to sold price ratio is the highest it’s been in five years and is now at 94.2%.

The minimum asking price for active listings was $990,000, the maximum asking price was $1,795,000, and the average asking price was $1,571,667. These homes have been on the market for an average of 400 days. There is 1 waterfront home under contract. It was on the market for 31 days.

There were no waterfront homes sold in first quarter 2013 in Bay Ridge.

In 2012 there were 10 waterfront homes sold in Bay Ridge in Annapolis Maryland. The average list price was $1,853,200 and the average sold price was $1,720,000 for an 85.98% discount off the original list price. The lowest priced home sold for $870,000, the highest priced home sold for $2,875,000, and the average sold price was $1,720,000. These homes were on the market for an average of 100 days. Buyers can still find Bay Ridge waterfront properties at bargain prices but they are fewer and farther between. While it is true that waterfront estates and cottages in Bay Ridge, there almost always still an excellent selection of homes for sale in the area.

In April 2013 the top 10 homes sold in Annapolis Maryland included both waterfront and non-waterfront homes for the most part outside of Annapolis city limits.  Most of the luxury properties sold were in prime waterfront venues around Annapolis.

The average asking price of these homes was $1,950,500, which is up from $1,071,680 in March 2013. The average sales price of these homes was $1,689,500, wish is also up from the prior month’s average sales price of $1,004,090. These luxury homes sold at an 83.01% discount off their original list price, down from 92.45% in March. They were on the market an average of 162 days, about the same as 160 days on market for those luxury homes sold last month. Legislation enacted by the 2007 session of the Maryland General Assembly requires homeowners to submit a one-time application in order to continue their eligibility for the homestead tax credit. The Maryland Homestead Property Tax Credit helps all Maryland homeowners deal with large assessment increases on their principal residence. The Maryland Homestead Property Tax Credit limits the increase in taxable assessments each year to a fixed percentage. Every Maryland county and municipality is required to limit taxable assessment increases to 10% or less each year.

According to the Maryland State Department of Assessments and Taxation (SDAT):

Technically, the Homestead Credit does not limit the market value of the property as determined by the Department of Assessments and Taxation. Instead, it is actually a credit calculated on any assessment increase exceeding 10% (or the lower cap enacted by the local governments) from one year to the next. The credit is calculated based on the 10% limit for purposes of the State property tax, and 10% or less (as determined by local governments) for purposes of local taxation. In other words, the homeowner pays no property tax on the market value increase which is above the limit.
